    THAT a decision on the TROPICA request be deferred until the allocation policy and framework project is completed;

    AND THAT TROPICA be encouraged to apply for support available under the Community Association Event Grant Program and the Fee Waiver Program to support events in the short-term, as recommended in the report dated
    May 12, 2023, from the General Manager of Community Services regarding Delegation Response – TROPICA.

    THAT Temporary Use Permit TUP00006 be extended for a final three-year period;

    THAT staff be directed to reallocate $8,000 of existing Cultural Services event budget to support the Blessing Ceremony scheduled to be held on

    THAT staff be directed to apply for UBCM

Report: Community Development Department – Development Planning Division, dated May 12, 2023

  • Recommendation(s):


    THAT City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 79, 2023, No. 3407 (Coronation Park) (CD89) be read a first time as recommended in the report dated May 12, 2023, from the Community Development Department – Development Planning Division regarding Rezoning (CD89) – Coronation Park (Wesgroup Properties) – First Reading;

    AND THAT prior to consideration of second reading of Bylaw No. 3407, the following items be completed to the satisfaction of Council:

    • the independent financial review of the application being undertaken for the City to determine if the Key Expectations set out in Inclusionary Zoning – Affordable Rental Units Corporate Policy (2022-01) should be waived, as the applicant has requested, based on the Flexibility clause in the policy;
    • the detailed design guidelines for the entire development;
    • the pedestrian overpass design, funding and timing;
    • a Transportation Demand Management package in support of the applicant’s requested reduction in residential parking spaces; and
    • the applicant’s commitment to required off-site street and traffic improvements, including the Barnet Highway/Ioco Road and Murray Street/Ioco Road intersections;

    AND THAT prior to consideration of second reading of Bylaw No. 3407, a term sheet be prepared and presented to Council, which will form the basis for a development agreement, setting out the applicant’s obligations as part of the redevelopment of the subject lands, including the details of public amenity contributions and timing.

  • Recommendation(s):


    THAT Development Variance Permit DVP00016 be approved as recommended in the report dated May 4, 2023, from the Community Development Department – Development Planning Division regarding Development Variance Permit – 2610 St. Johns Street (The Kids Academy).

    AND THAT the Mayor and Corporate Officer be authorized to execute the necessary legal documents required to issue the Development Variance Permit (DVP00016).

Report: Engineering and Operations Department – Project Delivery Services Division, dated May 23, 2023

  • Recommendation(s):


    THAT the report dated May 23, 2023, from the Engineering and Operations Department – Project Delivery Services Division regarding Shoreline Trail Boardwalk Replacement Project Update be received for information;

    AND THAT the viewing platform at house post #5 (from the “In the Presence of the Ancestors” project) be included for coordination with the Shoreline Trail Boardwalk Replacement Project.

The following motion was served by Councillors Lubik and Agtarap at the
May 9, 2023, Regular Council meeting:

THAT staff report back on the status of rental replacement, renter protection/displacement, and rental only zoning policies and bylaws laid out in the 2022 Affordable Housing Action Plan and the 2020 Affordable Housing Task Force Report for consideration of strengthening and supporting progress;

AND THAT staff be directed to reach to our MP and MLAs offices and non-profit housing providers to identify and preserve existing rental stock;

AND THAT the City of Richmond and New West staff be invited to present to council about their experiences with rental only zoning.

The following motion was served by Councillors Agtarap and Lubik at the
May 9, 2023, Regular Council meeting:

THAT staff investigate developing guidelines for gardening on City boulevards similar to the City of Vancouver programs and identify grassy boulevards and similar underused public spaces that can be planted with native and drought-tolerant plant species, including species that support pollinators and/or non-bear attractant foods, and/or provide program ideas to meet a similar intent. Investigation could include conversation with the Tri-Cities Grow Local Society;

AND THAT any recommendations be forwarded to the Tri-Cities Food Council for incorporation into future food security and climate action plans.
