Bylaw No. 3504, a Bylaw to amend City of Port Moody Zoning Bylaw, 2018, No. 2937 to allow for a small lot 
subdivision at 330 Seaview Drive.

    THAT City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 106, 2025, No. 3504 (330 Seaview Drive) (RS1-S) be given first, second, and third readings, as recommended in the report dated February 25, 2025, from the Community Development Department – Development Planning Division, regarding Rezoning (RS1-S) – 330 Seaview Drive (Quantus Development Ltd.) – Bylaw No. 3504 – Three Readings;

    AND THAT Bylaw No. 3504 not be referred to a Public Hearing.

Bylaw No. 3471, a Bylaw to amend City of Port Moody Official Community Plan Bylaw, 2014, No. 2955 to change the land use designation on a portion of the subject site at 2331 St. Johns Street from MultiFamily Residential to Mixed Use – Moody Centre and to change the proposed number of storeys for the subject properties at 2331-2335 St. Johns Street and a 5.5-metre-wide portion of  Queens Street right-of-way from three (3) and four (4) to six (6) storeys.


Bylaw No. 3470, a Bylaw to amend City of Port Moody Zoning Bylaw, 2018, No. 2937 to facilitate the development of a mixed-use residential/commercial building at 2331-2335 St. Johns Street and a 5.5-metre-wide portion of Queens Street right-of-way.


Bylaw No. 3472, a Bylaw to close a portion of Queens Street.

    THAT City of Port Moody Official Community Plan Bylaw, 2014, No. 2955, Amendment Bylaw No. 38, 2024, No. 3471 (2331−2335 St. Johns Street and a 5.5-metre-wide portion of Queens Street right-of-way) be now adopted as recommended in the memo dated February 25, 2025, from the Community Development Department – Development Planning Division regarding Adoption of OCP Amendment, Rezoning, Road Closure, and Housing Agreement Bylaws – 2331-2335 St. Johns Street (Cornerstone Architecture);

    AND THAT City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 97, 2024, No. 3470 (2331-2335 St. Johns Street and a 5.5-metre-wide portion of Queens Street right-of-way) (CD97) be now adopted;

Bylaw No. 3501, a Bylaw to amend City of Port Moody Zoning Bylaw, 2018, No. 2937, to revise certain aspects of the Comprehensive Development Zone 83 (CD83 Zone) for the Woodland Park lands (1142 Cecile Drive).

  • Recommendation(s):


    THAT City of Port Moody Zoning Bylaw, 2018, No. 2937, Amendment Bylaw No. 104, 2025, No. 3501 (1142 Cecile Drive)(CD83) be read a first, second, and third time as recommended in the report dated February 25, 2025, from the Community Development Department – Development Planning Division regarding Amendments to CD83 Zone, Bylaw No. 3501 – Woodland Park;

    AND THAT Bylaw No. 3501 not be referred to a Public Hearing. 

Report: Councillor Amy Lubik

  • Recommendation(s):


    THAT the following resolution regarding “
    Tackling Energy Poverty and Increasing Workforce Capacity by working with Youth Climate Corps” be endorsed by the City of Port Moody Council and that staff be directed to forward copies to the Premier of British Columbia, the Minister of Housing and Municipal Affairs, the Minister of Social Development and Poverty Reduction, Minister of Environment and Climate Change Strategy, Minister of Energy and Mines and the Lower Mainland Local Government Association (LMLGA), and the Union of British Columbia Municipalities (UBCM) Annual Conventions as recommended by the report dated February 9, 2025 from Councillor Amy Lubik:

    WHEREAS studies suggest that energy poverty affects up to 1 in 5 Canadian residents which is a risk to health, and energy retrofits would help with both health and affordability, as well as meeting BC’s climate goals;

    AND WHEREAS there is not enough of a workforce to connect to and meet the needs of BC residents, especially those most vulnerable, and opportunities are needed to train and scale up works to meet there;

    THEREFORE BE IT RESOLVED THAT the Province of BC expand the Youth Climate Corps program scale-up retrofits to address energy poverty while meeting the need to train and expand the required workforce and supplying well-paying jobs for youth.

Report: Councillor Kyla Knowles

  • Recommendation(s):


    WHEREAS mobile live animal programs where animals are transported to be displayed to, handled by or offered for sale to the public can create distress for animals and introduce risks of zoonotic disease transmission and injury for people and other animals;

    AND WHEREAS wild and exotic animals are not domesticated and suffer physically and psychologically when kept, bred, displayed and sold in captivity; 

    THEREFORE, BE IT RESOLVED THAT UBCM ask the Province of British Columbia to regulate mobile live animal programs to address animal welfare concerns and public health and safety risks;

    AND BE IT FURTHER RESOLVED THAT UBCM ask the Province of British Columbia to update the Controlled Alien Species Regulation to equally prioritize animal welfare considerations alongside public safety, and prohibit the import, keeping, breeding and transport of all exotic species.

Report: Councillor Samantha Agtarap

  • Recommendation(s):


    THAT the memo dated February 25, 2025 from the office of Councillor Agtarap regarding advocacy for more equitable distribution of gaming revenue be received for information;

    AND THAT Council advance the following resolution to LMLGA and UBCM for the 2025 convention:

    WHEREAS the City of Port Moody advocated for more equitable distribution of gaming revenues, and was subsequently asked by the Minister of Public Safety and Solicitor General to provide viable options for the Ministry’s review and consideration to remedy significant funding inequities created by revenue sharing agreements with local governments hosting casinos;

    AND WHEREAS more broadly and equitably sharing gaming revenue, excluding revenue allocated to casino host communities, with municipalities will reduce the financial inequity that has been inadvertently created by providing significant revenue windfalls to host municipalities and support non-host communities in enhancing the livability of their communities across the province:

    THEREFORE BE IT RESOLVED that UBCM request that the Province amend gaming revenue distribution policies, excluding existing agreements to communities that host casinos, to include advancing equity in the allocation of gaming revenues;

    AND BE IT FURTHER RESOLVED that the Province establish a working group with interested communities to discuss gaming revenue sharing and equity policy changes.
