Report: Planning and Development Department – Policy Planning Division, dated April 1, 2020

    THAT City of Port Moody Fees Bylaw, 2019, No. 3213, Amendment Bylaw No. 3, 2020, No. 3257 be read a first, second, and third time as presented in the report dated April 1, 2020 from the Planning and Development Department – Policy Planning Division regarding Public Electric Vehicle Charging Station Usage and Long-Term Fee Management;

    AND THAT as permitted by section 12 of Ministerial Order No. MO 139/2020, City of Port Moody Fees Bylaw, 2019, No. 3213, Amendment Bylaw No. 3, 2020, No. 3257 be now adopted;

    AND THAT staff be directed to implement the short-term user fee reductions as presented in the report dated April 1, 2020 from the Planning and Development Department – Policy Planning Division regarding Public Electric Vehicle Charging Station Usage and Long-Term Fee Management.

Report: Engineering and Operations Department – Infrastructure Engineering Services Division, dated April 6, 2020

  • Recommendation(s):


    THAT the updated Little Free Libraries application process be adopted as recommended in the report dated April 6, 2020 from the Engineering and Operations Department – Infrastructure Engineering Services Division regarding Little Free Libraries – Updated Application Process;

    AND THAT Corporate Policy – 11-5400-2020-01 – Little Free Library Approvals be approved.

Report: Planning and Development Department – Building, Bylaw, and Licensing Division, dated April 3, 2020

  • Recommendation(s):


    THAT, by the authority provided in section 74 of the Community Charter, and based on photographs of the property at 3338 Dewdney Trunk Road, (legally described as LOT 3, PLAN LMP12304, DISTRICT LOT 233, NEW WEST DISTRICT) included as Attachment 1 in the report dated April 3, 2020 from the Planning and Development Department – Building, Bylaw, and Licensing Division regarding Remedial Action Order for the Demolition of the Fire-Damaged Structure at 3338 Dewdney Trunk Road, which demonstrate that the structures are so dilapidated or unclean as to be offensive to the community, the fire-damaged structure and accessory structures at 3338 Dewdney Trunk Road be declared a nuisance that requires remedial action;

    AND THAT a remedial action order be imposed upon the registered property owner, Morgan Crest Development Corporation of Surrey, BC, in respect of the structures located at 3338 Dewdney Trunk Road, to demolish the fire-damaged structures;

    AND THAT the time limit for compliance with the Remedial Action Order detailed above be set at 30 days commencing on May 26, 2020;

    AND THAT the time limit for a Notice to Request that Council Reconsider the Remedial Action Order detailed above be set at 14 days commencing on May 26, 2020;

    AND THAT staff be authorized to take all appropriate actions, including building demolition and site clean-up, in accordance with section 17 (Municipal Action at Defaulter’s Expense) of the Community Charter to ensure the property is brought into compliance with the Remedial Action Order specified above subject to the following:

    1. the property owner has not fully complied with the Remedial Action Order on or before the compliance date specified by Council; and
    2. that all costs incurred by the City to bring the property into compliance shall be at the expense of the property owner and, per section 17 of the Community Charter, these costs shall be treated as a debt owed to the City.

Report: Planning and Development Department – Building, Bylaw, and Licensing Division, dated April 28, 2020

  • Recommendation(s):


    WHEREAS Council is aware that the Province is considering changing the regulation pursuant to section 3 of the Building Act, SBC 2015, c. 2, which will authorize and regulate the construction of encapsulated mass timber buildings 7-12 stories in height (the “Tall Wood Early Adoption Initiative”);

    AND WHEREAS Council, together with the Planning and Development Department and Port Moody Fire-Rescue, support participation in the Province of BC’s Tall Wood Early Adoption Initiative;

    THEREFORE BE IT RESOLVED THAT staff be directed to submit a request to register the City of Port Moody with the Province of BC to include the City of Port Moody as a participating local authority in the regulation for the Tall Wood Early Adoption Initiative as outlined in the report dated April 28, 2020 from the Planning and Development Department – Building, Bylaw, and Licensing Division regarding Tall Wood Early Adoption Initiative.
