The City of Port Moody carries out our business on the ancestral and unceded homelands of the kʷikʷəƛ̓əm (Kwikwetlem), səlilwətaɬ (Tsleil-Waututh),
xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), q̓ic̓əy̓ (Katzie),
qʼʷa:n̓ ƛʼən̓ (Kwantlen), qiqéyt (Qayqayt), and Stó:lō (Sto:lo) Peoples, and extends appreciation for the opportunity to work on this territory.

The Regular Council meeting will recess and move into the Public Hearing, following which the Regular Council meeting will reconvene to consider the remainder of the agenda.

    THAT, if referred from the Public Hearing, item 12.1 – OCP Amendment Bylaw No. 3471 and Rezoning Bylaw No. 3470 – 2331-2335 St. Johns Street – Third Reading be considered immediately following adoption of the agenda;

    AND THAT the agenda of the September 10, 2024, Regular Council meeting be adopted as amended.

Bylaw No. 3471, a Bylaw to amend City of Port Moody Official Community Plan Bylaw, 2014, No. 2955 to change the land use designation on a portion of the subject site at 2331 St. Johns Street from Multi-Family Residential to Mixed Use – Moody Centre and to change the proposed number of storeys for the subject properties at 2331-2335 St. Johns Street and a 5.5-metre-wide portion of Queens Street right-of-way from three (3) and four (4) to six (6) storeys.


Bylaw No. 3470, a Bylaw to amend City of Port Moody Zoning Bylaw, 2018, No. 2937 to facilitate the development of a mixed-use residential/commercial building at 2331-2335 St. Johns Street and a 5.5-metre-wide portion of Queens Street right-of-way.

    THAT City of Port Moody Building Bylaw, 2019, No. 3200, Amendment Bylaw No. 3, 2024, No. 3479 (BC Zero Carbon Step Code) be read a first, second, and third time as recommended in the report dated September 10, 2024, from the Community Development Department – Policy Planning Division regarding Zero Carbon Step Code and Energy Step Code Building Bylaw and Corporate Policy Changes;

    AND THAT updated Corporate Policy – 13-6870-2019-03 – BC Energy Step Code and Zero Carbon Step Code Rezoning Applications be approved as presented in the report dated September 10, 2024, from the Community Development Department – Policy Planning Division regarding Zero Carbon Step Code and Energy Step Code Building Bylaw and Corporate Policy Changes.

THAT staff report back with a list of meetings between staff and industry representatives and/or lobby organizations within the last 24 months, including:

    • details on these meetings such as membership, purpose, specific topics of discussion; and
    • a list of any Port Moody policies or bylaws that have been reviewed at any of these meetings and if any changes to policy have been made resulting from these meetings.

    2. Refer to staff to bring back a report (staff will determine if the nature of the work warrants a project proposal or a staff report, and will include considerations with respect to feasibility, resources, timeline, strategic plan alignment, and legislative analysis).
