    THAT staff be directed to implement a permanent program to allow for the responsible consumption of liquor in identified public places as recommended in the report dated April 23, 2024, from the Acting General Manager of Community Services regarding Responsible Liquor Consumption in Public Places Pilot Program – Next Steps;

    AND THAT staff report back at the next Regular Council meeting with a new draft Responsible Consumption of Liquor in Public Places Bylaw for consideration of first three readings.

The following motion was served by Councillor Haven Lurbiecki at the
April 9, 2024, Regular Council meeting:

THAT staff be directed to update the Council Procedure Bylaw so that:

    • all agenda items for all meetings of council require at minimum a background memo if any action of council is requested (including for rescinding of motions and Mayor's verbal reports) so that all members of council and the public have equitable access to information, and, that;
    • postponement or deferral of meetings shall not be permitted for reasons of council members having to leave a meeting or council members being late to a meeting as long as quorum is maintained.
