    AND THAT Council endorse the proposed resolution regarding “Updating the Provincial Occupational Health and Safety Regulations, and the British Columbia Building Codes to include provisions for menstrual supplies”;

    AND THAT the City of Port Coquitlam be notified of the City of Port Moody’s support so that they may forward the resolution to UBCM as a joint submission.

Report: Engineering and Operations Department – Infrastructure Engineering Services Division

  • Recommendation(s):


    THAT the City of Port Moody consents to the Electric Kick Scooter Pilot Project taking place within the City of Port Moody, starting on April 5, 2024, as recommended in the report dated May 28, 2024, from the Engineering and Operations Department – Infrastructure Engineering Services Division regarding Provincially-led Electric Kick Scooter Pilot Project;

    AND THAT the Ministry of Transportation and Infrastructure be advised accordingly;

    AND THAT staff explore potential options to implement a shared E-Bike and E-Scooter Pilot Program within the City of Port Moody.

Presentation: Infrastructure Engineering Services Division


Report: Engineering and Operations Department – Infrastructure Engineering Services Division

  • Recommendation(s):


    THAT staff be directed to implement Scenario 4 on Barnet Highway between Ioco Road and Dewdney Trunk Road to improve safety and operational efficiency of the roadway as recommended in the report dated May 28, 2024, from the Engineering and Operations Department – Infrastructure Engineering Services Division regarding Barnet Highway-Ioco Road-Dewdney Trunk Road Intersection Improvements;

    AND THAT a cost of up to $80,000 for a pilot implementation be funded from the Transportation Reserve.

The following motion was served by Councillor Agtarap at the May 14, 2024, Regular Council meeting:

THAT the memo dated May 28, 2024, from the office of Councillor Agtarap regarding UBCM Advocacy: Equitable Distribution of Gaming Revenue be received for information;

 AND THAT Council advance the following resolution to UBCM for the 2024 convention:

WHEREAS the City of Port Moody advocated for more equitable distribution of gaming revenues, and was subsequently asked by the Minister of Public Safety and Solicitor General to provide viable options for the Ministry’s review and consideration to remedy significant funding inequities created by revenue sharing agreements with local governments hosting casinos;

AND WHEREAS more broadly and equitably sharing gaming revenue with municipalities will reduce the financial inequity that has been inadvertently created by providing significant revenue windfalls to host municipalities and support non-host communities in enhancing the livability of their communities across the province:

THEREFORE BE IT RESOLVED that UBCM request that the Province amend gaming revenue distribution policies to include advancing equity;

AND BE IT FURTHER RESOLVED that the Province establish a working group with Port Moody and other non-host communities to discuss gaming revenue sharing and equity policy changes.

The following motion was served by Councillors Agtarap and Dilworth at the May 14, 2024, Regular Council meeting:

THAT the memo dated May 16, 2024, from the offices of Councillors Agtarap and Dilworth regarding UBCM Advocacy: Provincial Noise Camera Pilot Project be received for information;

 AND THAT Council advance the following resolution to UBCM for the 2024 convention:

WHEREAS noise pollution has wide-ranging and well documented negative effects on public health and well-being and social connectedness, and vehicular noise pollution, from such sources as aftermarket exhaust systems are a particularly acute source of noise pollution, and these impacts disproportionately affect residents living near major thoroughfares, which are often more affordable housing types;

AND WHEREAS many jurisdictions have sought to address the numerous challenges to the effective monitoring and enforcement of existing vehicular noise regulations through conventional law enforcement approaches by deploying noise cameras;

THEREFORE BE IT RESOLVED that UBCM ask that the Province of British Columbia explore the feasibility of using noise cameras to effectively enforce vehicular noise regulations through the creation of a noise camera pilot project for municipalities to opt into.

The following resolutions were released from the April 23, 2024, Closed Council meeting:

CC24/070-072c
THAT the City of Port Moody support the development of a class action lawsuit against large fossil fuel companies [including setting aside $1 per resident as of 2024] and join with other local governments to file a class action lawsuit to recover a fair share of our climate costs, contingent on one local government acting as the lead plaintiff.

THAT the City of Port Moody reiterates its call on the provincial and federal governments to enact legislation that holds fossil fuel companies financially liable for climate-related harms caused by their contributions to climate change.

THAT this motion be publicly released on an upcoming Regular Council agenda.
