    THAT $150,000 for undertaking a review of the Master Transportation Plan be funded from the Master Transportation Plan Reserve as recommended in the report dated February 10, 2021 from the Community Development Department – Policy Planning Division regarding Outstanding Funding Requests for Phase One Climate Action Plan Implementation;

    AND THAT $80,000 for development of requirements for Transportation Demand Management strategies in new developments be funded from the Development Processing Reserve;

    AND THAT $98,000 per year for a Policy Planning position to support ongoing climate action implementation be funded from the Carbon Offset Reserve;

    AND THAT staff be directed to establish a Climate Action Implementation Reserve to fund future implementation phases of the Climate Action Plan;

    AND THAT going forward, funding received from climate action related grants be transferred into the Climate Action Implementation Reserve;

    AND THAT staff be directed to explore other opportunities to fund the Climate Action Implementation Reserve as they emerge, such as, but not limited to: cost savings gained directly from climate action initiatives (e.g. energy cost savings) and density bonus proceeds.

  • WHEREAS 8.9% of Port Moody’s Population is of Persian descent (12.7% of recent immigrants), and a collective 29.8% of the population are from Korean, China, Hong Kong, and Taiwan;

    AND WHEREAS the City currently mainly acknowledges and celebrates “Western” holidays, and many people do not know much about how a large part of our community celebrate the biggest holidays, or even how beautiful the multicultural tapestry of Port Moody is;

    AND WHEREAS celebrating diverse holidays and learning from diverse populations builds community connectedness and demonstrates solidarity with a large portion of our community;

    THEREFORE BE IT RESOLVED THAT Port Moody staff be directed to review which holidays the City acknowledges and celebrates as recommended in the report dated March 29, 2021 from Councillor Amy Lubik regarding Request for Council Support to Celebrate Lunar and Persian New Year;

    AND THAT Port Moody annually light up City Hall Green for Nowruz, Persian New Year, and Red for Lunar New Year;

    AND THAT staff report back on the potential to send greetings for those holidays through our social media and website, which could include credible links to background information and stories about these holidays in order to promote understanding and celebration among a wider audience.

  • Recommendation(s):


    WHEREAS food security is a matter of global importance;

    AND WHEREAS the Indian government has legislated changes affecting not only Indian farmers but any country trading in agricultural commodities with India;

    AND WHEREAS these changes allow for large corporate control of the Indian agriculture industry, an industry in the second most populated country in the world that employs nearly 60% of the Indian population;

    AND WHEREAS the protesting farmers who are already some of the lowest paid workers in the world who have long struggled with poverty and debt, fear the new laws will severely and negatively impact their livelihood, leave them at the mercy of corporations by taking away the safety net of guaranteed prices for certain crops, and at greater risk of losing their lands to corporate control or otherwise;

    AND WHEREAS the suicide rate amongst Indian farmers shows the fragility of the agriculture industry, which is battling the effects of climate change and massive crop failures;

    AND WHEREAS Amnesty International and Human Rights Watch call upon the Indian government to immediately stop its crackdown on protestors amid ongoing nation-wide demonstrations against this legislation;

    AND WHEREAS lending our voice to support India’s farmers highlights the fact that local farmers around the world are indispensable to the social and economic fabric of all countries;

    AND WHEREAS the cities of Vancouver, New Westminster, Surrey, and Delta, along with the BC government, Canada’s major federal political parties, and others across the country are speaking out against these legislative changes and/or the crackdown on protestors;

    THEREFORE BE IT RESOLVED THAT the City of Port Moody stand in solidarity with the Indian farmers, and supports the rights of Indian farmers to speak out against these laws and any repressive measures against Indian citizens and their rights to expression and liberty;

    BE IT FURTHER RESOLVED that the City of Port Moody ask the federal government to continue to speak out against these regressive laws, and to accelerate the message of concern to the Indian government up to and including imposing economic sanctions against India.

    THAT local Port Moody fitness and wellness businesses be granted use of the City’s outdoor spaces for free to offer their classes, without the requirement of having to provide the class for free, until such time that all Provincial restrictions associated with COVID-19 have been lifted as recommended in the memo dated April 13, 2021 from the Office of Councillor Zoë Royer regarding Support for Outdoor Fitness Fee Waiver;

    AND THAT every opportunity to increase class sizes in outdoor spaces be considered, provided social distancing protocols are adhered to.
