Report: Finance and Technology Department - Financial Services Division, dated April 24, 2020

• Recommendation(s):

  
  THAT City of Port Moody Financial Plan Bylaw, 2020, No. 3248 be read a first, second, and third time as recommended in the report dated April 24, 2020 from the Finance and Technology Department – Financial Services Division regarding 2020-2024 Five-Year Financial Plan;

  AND THAT, as permitted by section 12 of Ministerial Order No. MO 139/2020, City of Port Moody Financial Plan Bylaw, 2020, No. 3248 be now adopted.

2020 Property Tax Rates Bylaw (New Business)

• Recommendation(s):

  
  THAT City of Port Moody Annual Property Tax Rates Bylaw, 2020, No. 3249 be read a first, second, and third time as recommended in the report dated May 1, 2020 from the Finance and Technology Department – Financial Services Division regarding 2020 Property Tax Rates Bylaw;

  AND THAT, as permitted by section 12 of Ministerial Order No. MO 139/2020, City of Port Moody Annual Property Tax Rates Bylaw, 2020, No. 3249 be now adopted.

Rocky Point Park Boat Launch Fees (New Business)

Memo: General Manager of Community Services and General Manager of Environment and Parks, dated May 4, 2020

• Recommendation(s):

  
  THAT City of Port Moody Fees Bylaw, 2019, No. 3213, Amendment Bylaw No. 2, 2020, No. 3256 as presented in Attachment 1 be read a first, second, and third time as recommended in the memo dated May 4, 2020 from the General Manager of Community Services and the General Manager of Environment and Parks regarding Rocky Point Boat Launch Fees;

  AND THAT, as permitted by section 12 of Ministerial Order No. MO 139/2020, City of Port Moody Fees Bylaw, 2019, No. 3213, Amendment Bylaw No. 2, 2020, No. 3256 be now adopted;

  AND THAT the Rocky Point Boat Launch Reservation Cost Recovery Fee be waived for Essential Services as defined by the Provincial List of COVID-19 Essential Services.

• Recommendation(s):

  
  THAT Development Variance Permit 3090-20-136 be approved as recommended in the memo dated March 9, 2020 from the Planning and Development Department – Development Planning Division regarding Development Variance Permit (RS1-S) – 148 Elgin Street (Mr. Farhoud Etemadi);

  AND THAT the Mayor and Corporate Officer be authorized to execute the necessary legal documents required in support of this application.

Additional Building Bylaw Information (New Business)

• Recommendation(s):

  
  THAT City of Port Moody Building Bylaw, 2019, No. 3200, Amendment Bylaw No. 1, 2020, No. 3238 (Housekeeping) be read a first, second, and third time as recommended in the memorandum dated April 29, 2020 from the Planning and Development Department – Building, Bylaw, and Licensing Division regarding Additional Building Bylaw Information;

  AND THAT, as permitted by section 12 of Ministerial Order No. MO 139/2020, City of Port Moody Building Bylaw, 2019, No. 3200, Amendment Bylaw No. 1, 2020, No. 3238 (Housekeeping) be now adopted.

TransLink OMR Funding Payment and Bus Service Interruption Due to COVID-19 Pandemic (New Business)

Memo: Engineering and Operations Department - Infrastructure Engineering Services Division, dated April 30, 2020

• Recommendation(s):

  
  THAT the remaining 2020 MRN operations and maintenance funding normally received from TransLink for the City’s 2020 operating budget be instead funded from the City’s MRN General Rehab Reserve as recommended in the memo dated April 30, 2020 from the Engineering and Operations Department – Infrastructure Engineering Services Division regarding TransLink OMR Funding Payment and Bus Service Interruption due to COVID-19 Pandemic;

  AND THAT staff be authorized to make reductions to MRN road operations and maintenance activities for the remainder of 2020 where feasible to reduce costs while continuing to provide adequate levels of safety and functionality for the roads;

  AND THAT the budget for project EN20011, MRN Road Rehabilitation Program Capital Program, be reduced to $200,000;

  AND THAT project EN20017, Pavement Management Plan Update, be cancelled for 2020;

  AND THAT Port Moody Council write to TransLink to express concern that the temporary suspension of 150, 179, 181, and 182 routes in May will leave parts of Port Moody and some neighbouring municipalities with no transit service, which may be detrimental to City and regional goals of increasing transit mode share.

Civic Award - Youth Sports Award (New Business)

  THAT option one for the Youth Sports Award be approved as presented in the report dated April 17, 2020 from the Executive Assistant to Mayor and Council regarding Civic Award – Youth Sports Award.

Proclamation Request - Child Find's Green Ribbon of Hope Month and National Missing Children's Day (Other Business)
