Report: Community Services Department – Cultural Services Division, dated January 25, 2021

  • Recommendation(s):


    THAT staff proceed with the archaeological, geotechnical, environmental, and design work for the five sites identified, and the installation of the House Posts at sites 1 to 3, as recommended in the report dated January 25, 2021 from the Community Services Department – Cultural Services Division regarding Shoreline House Post Project Update;

    AND THAT staff report back to Council with an updated budget once the project design work has been completed and all costs are better known;

    AND THAT $5,000 be allocated for environmental investigations and liaising with the Department of Fisheries and Oceans, and the Port Authority for the permitting process in order to proceed with the Pigeon Cove (site 4) and Old Mill (site 5) sites;

    AND THAT $6,000 be allocated for structural investigations and determining additional design options at the Pigeon Cove (site 4) and Old Mill (site 5) sites, with a report back to Council outlining options and costs;

    AND THAT the additional funding requests be forwarded to the Finance Committee to identify a funding source.

    AND THAT Bylaw No. 3293 and Bylaw No. 3294 be referred to a Public Hearing;

Report: General Manager of Engineering and Operations, dated
December 16, 2020

  • Recommendation(s):


    THAT requests for Traffic Calming Initiatives be reviewed, prioritized, and initiated as outlined in the report dated December 16, 2020, from the General Manager of Engineering and Operations regarding Moray Street Traffic Concerns and Proposed Traffic Calming Initiative Approach;

    AND THAT a traffic calming study and concept design with public consultation be completed for Moray Street;

    AND THAT a speed reader board or speed feedback lights be temporarily installed in the southbound direction on Moray Street in the interim;

    AND THAT the budget requirement of up to $30,000 for the Moray Street traffic calming initiative and up to $3,000 for installation of speed feedback lights be referred to the Finance Committee for identification of a funding source.

Report: Engineering and Operations Department – Project Delivery Services Division, dated January 28, 2021

  • Recommendation(s):


    THAT
    the four land parcels previously dedicated by Bylaw as Park remain as independent legal parcels at this time as recommended in the report dated January 28, 2021 from the Engineering and Operations Department – Project Delivery Services Division regarding Bert Flinn Park Right-of-Way Park Dedication Update.

Report: Councillor Zoë Royer and Councillor Amy Lubik, dated January 1, 2021

  • Recommendation(s):


    THAT a task force be created, with honourariums, composed of members of First Nations whose territory Port Moody is located on, as well as Indigenous, First Nations, Inuit, and Metis community members, to review the actions proposed in the report dated January 1, 2021
    from Councillor Zoë Royer and Councillor Amy Lubik regarding Request for Council Support to Implement Recommendations to Further Port Moody’s Commitment to Reconciliation in Tangible and Meaningful Ways in order to address strengths and gaps in actions and policies;

    AND THAT staff be directed to organize a Blanket Exercise for Council and the Executive Leadership Team to better understand Indigenous History and the role governments have had in undermining Indigenous Sovereignty, and that this practice be put into policy as required for all subsequent Councils.

    THAT staff be directed to add designated pet-friendly rentals to the City’s Sustainability Checklist of desirable social attributes for proposed residential developments as recommended in the report dated January 5, 2021 from the Office of Councillor Amy Lubik regarding Adding Pet-Friendly Rentals to the Sustainability Checklist and Official Community Plan Housing Section;

    AND THAT, as part of the Official Community Plan update, Council provide a list of desirable attributes such as pet-friendly rentals and others for inclusion in the housing section for a longer-term approach. 

Report: Councillor Diana Dilworth, dated January 29, 2021

  • Recommendation(s):


    THAT staff be directed to examine best practices utilized by other Lower Mainland municipalities to implement public input software procedures that are of utmost efficiency and effectiveness and contribute to confidence of users as recommended in the report dated January 29, 2021 from Councillor Diana Dilworth regarding Council Procedure Bylaw Consistency and Concerns;

    AND THAT staff be directed to implement gallery Zoom views to the public, wherever possible, during all public meetings of Council, and specifically while votes of Council are being undertaken and counted;

    AND THAT staff be directed to amend the Council Procedure Bylaw to note that Acting Mayors will preside over Committee of the Whole meetings, unless a majority vote of Council decides otherwise;

    AND THAT the Mayor conduct meetings in a manner consistent with the Council Procedure Bylaw.
