Report: Planning and Development Department - Policy Planning Division, dated January 7, 2020

The following was moved and seconded (CW20/008) at the Special Council (Committee of the Whole) meeting held on January 21, 2020:

THAT the Moody Centre Planning Group be advised that the City of
Port Moody would like the following considerations addressed in future drafts:

  • neighborhood focus on development to support high-value employment in growing industries related to technology, science, education and innovation;
  • Reduced tower count;
  • varied and reduced tower heights (not to Official Community Plan);
  • reduced population density (not to exceed Build Form Scenario A);
  • credible projections for good job creation within the TOD zone that, in relation to the proposed increase in residential population, would significantly increase the overall share of Port Moody‘s working population that is able to live and work in the City;
  • significantly increased market rental housing component;
  • significantly increased below-market rental housing component;
  • more green space and/or park amenity contributions; and
  • exciting architecture that adds distinctiveness to the neighbourhood.

Report: Councillor Amy Lubik, dated January 15, 2020

  • Recommendation(s):


    THAT staff be directed to liaise with the Coordinator of the Tri-Cities Homelessness and Housing Task Force and potentially BC Housing to understand what would be needed to provide a warming shelter at a Port Moody Civic Facility, and report back to Council with options as recommended in the report dated January 15, 2020 from Councillor Amy Lubik regarding Request for Council Support to Explore Warming Shelters in Port Moody.

Report: Mayor Rob Vagramov, dated January 21, 2020

  • Recommendation(s):


    THAT staff update the Master Transportation Plan Implementation Plan to accelerate the high priority pedestrian-activated signal improvements for the intersections of Elgin at Clarke, Queens at St. Johns, and Clarke at Seaview, with construction of the Clarke Street at Elgin Street pedestrian signal targeted for completion in 2020;

    AND THAT staff be directed to report back with an updated Master Transportation Plan Implementation Plan, including cost estimates and postponed projects;

    AND THAT staff be directed to add a section to the outstanding business list that reports back to Council every quarter to include motions of Council that have had no action on them from the previous quarter as recommended in the report dated January 21, 2020 from Mayor Rob Vagramov regarding Prioritizing Pedestrian Crossings.

  • Recommendation(s):


    THAT the following recommendations approved at the Committee of the Whole meeting of January 21, 2020 be ratified:

    • CW20/002 - THAT the delegation request be considered immediately.
    • CW20/003 - THAT the week of February 9-15, 2020 be proclaimed Real Acts of Caring Week in the City of Port Moody.
    • CW20/004 - THAT the delegation request be placed on a subsequent Council agenda for consideration; AND THAT staff be directed to connect with staff at the District of Tofino to gather information regarding the plastic bag ban in that community.
    • CW20/005 - THAT the delegation request be placed on a subsequent Council agenda for consideration.
    • CW20/006 - THAT the delegation be received for information and the delegates thanked for their presentation.
    • CW20/007 - THAT the minutes of the Special Council (Committee of the Whole) meeting held on Tuesday, October 15, 2019 be adopted.
    • CW20/009 - THAT the foregoing motion (CW20/008) be amended by replacing “credible jobs projections (related to anchor tenants, etc.)” with “credible projections for good job creation within the TOD zone that, in relation to the proposed increase in residential population, would significantly increase the overall share of Port Moody‘s working population that is able to live and work in the City”.
